Can you drive this fully under water e.g. in a puddle?

No - submerging is not recommended.
The occasional splash through a wet puddle, car park, etc would be fine.

That's a basic LiPo, so we'd estimate around 15 mins, depending on your driving style. For comparison a 5000mah LiPo would give around 25-30 mins runtime.

Top speed would be around 40mph or so on a 2S LiPo battery. A battery isn't included, but a 4000mah pack would give around 20-25 mins runtime, depending on your driving style

Yes, this is RTR with the transmitter included.
It's a pistol type radio. You could change for a stick system if you wanted - you'd just need to change the transmitter and receiver for something like AB-2000021
