I have Cub hubs I need some 5.5 soft bounce du bro wheels 5mm axle Can I drill out the 4 mm one you supply How could I fit hub caps is this feasible

You may well be able to drill them out, it's only an extra 0.5mm all round - however that's not something we've tried.
