For both 4.8V and 6.0V operation. Intended for use with radio systems that do not have servo reversing facilities. If used with a Y lead it will reverse only one of the servos for flaps or airbrakes etc.

I am upgrading to twin servo steering in my Revo. The thing is the servos need to turn in opposite directions will this cable provide that solution to my problem?

Yes, that would solve that issue if it's a problem you have. However, on the Revo are you sure you need the servos to turn opposite directions?
