These are truggy wheels - so are likely too wide for a buggy. You'd be better looking at 1:8 buggy wheels

what adapters would i need to make these fit to my Tamiya TNX that has a 14mm hex hub ? can i just change the hubs ?

I'm not too sure on the TNX specifically but yes if you can fit 17mm hexes to it, these will likely fit
