What rechargeable batteries should be used?

You can use any good brand rechargeable AA's in the handset.  In the car we'd reccomend a 6v Hump Pack such as the HPI 101936 or VZ0112

Hello, sorry if this inst exactly the right wording as I am a bit new to this. Can the COPS pull start be changed out for a roto start or standard pull start on the engine? If so could you suggest the correct parts please? Thanks

No you cannot change the COPS starter sorry

You could use a starter box eg FAST555

Something like HPI-117259 or LRP32821 would fit in there and be a nice boost in power.
