Hi, will these fit a Kyosho DRX rally car with the 17mm conversion kit? Thanks.

These are 1:8 scale buggy wheels. Whilst they would fit on the 17mm hexes, you may need to check that steering still operates at full lock without fouling the chassis.

Are these belted tyres?

No - they are budget tyres that work well for the price.

For belted performance tyres you'd be better looking at say S40245W16P

They will but are budget tyres so the power of that buggy may blow them off the rims.
