It says 1 pair so this will be 2 wheels.

Do you have different tyre types for this wheel style or do you only sell tyres with a set of wheels (which seems a bit wasteful to me)?

No these are only available as wheel and tyres sets as you cannot remove and clean the bead well enough to re glue tyres.
